International Qur’anic Open University (IQOU) The International Qur’anic Open University (IQOU) was founded by El Sheikh Syed Mubarak Ali Shah Gilani in 1980 in Lahore, Pakistan. Other MOA/Fuqra Fronts 786 Security Located in Brooklyn, NY, the Internal Revenue Service raided 786 Security in 2003 for tax evasion for $1.5 million in new sales from one source according to the owner.  The registered owner, a known Fuqra/MOA official, said the IRS accused him of owing $300,000 in federal, $40-50k in state taxes.  Also in 2003, two guards were arrested.
