About Fuqra Files

    Fuqra Files is the most comprehensive non-governmental resource about the Jamaat ul-Fuqra organization led by Sheikh Mubarak Ali Gilani (or Jilani), which now operates in the U.S. under various names, chiefly “Muslims of America” (MOA). It was launched in late November 2016.

    This website serves as a well-documented, authoritative resource for information about Fuqra’s history and current operations. It draws upon tens of thousands of pages of documents from a private archive, as well as dozens of anonymous (but substantiated) sources from within MOA, former MOA members, associates of MOA members, and law enforcement and intelligence sources.

    The primary objective is to encourage accurate reporting on the group and awaken MOA members about the group they belong(ed) to. Current/former associates of MOA and sources with experiences in dealing with MOA are encouraged to reach out to us.

    Ryan Mauro

    National Security Analyst, Former Director of Clarion Intelligence Network, Clarion Project

    This initiative is led by National Security Analyst and Former Director of Clarion Project Intelligence Network, Ryan Mauro. We thank the many research assistants and confidential sources, including those with direct experience from inside MOA, for their help in understanding the organization. Professor Ryan Mauro is the lead author and contributor to Fuqra Files.     Martin Mawyer

    Author of “Twilight in America”

    Martin Mawyer is the author of the 2012 book about Fuqra titled, “Twilight in America: The Untold Story of Islamic Terrorist Training Camps in America.” He also released a documentary on the topic titled “Homegrown Jihad.” He is the founder of the Christian Action Network.

    Carmen B.

    Carmen presently works with CASA as a Child and Family Services Advocate. She has been an advocate for children, seniors, and the disabled since 1999. Carmen has engaged in creating petitions for causes relating to the abuse of society’s most vulnerable; additionally, she has served as a Keynote speaker on numerous occasions and is a published author.

    Carmen attends Liberty University and is completing her degree in Criminal Justice with a dual cognate in Juvenile Justice and Strategic Intelligence. She then plans to pursue a dual Graduate degree, Juris Master in American Studies and an M.A. in History. Carmen is also working as a research writer/ intern for the Clarion Project, considering Terrorism/Homeland Security are her favorite courses.

    Seth Connell

    Seth is a graduate of Regent University with B.A. in the Study of Government. He worked with Ryan Mauro on the Fuqra Files project during 2016 and helped compile documents to use on the website. He currently works as an online Administrator and Staff Writer at The Federalist Papers Project.

    Shelby K.

    Shelby K. is a graduate of Liberty University with a Bachelor’s of Science degree in Criminal Justice. Shelby plans to further her education in Criminal Justice and pursue a career in some from of law enforcement.

    Megan L.

    Megan is a graduate of Liberty University, where she earned her B.S. in Criminal Justice-Forensic and is pursuing a career in some type of law enforcement, to be determined.

    CL Thomas

    CL is a private investigator/owner of Uncommon Knowledge, and SIIU team member with Shatter the Darkness ministries. She attends Liberty University, pursuing a BS in Criminal Justice with a minor in Strategic Intelligence, and will later go on to obtain a Masters in Intelligence Studies. For almost two decades she has studied and investigated cults and their overlap with child trafficking and the hundreds of thousands of unsolved cold cases of missing children. Recently, she has embarked on an in-depth research project identifying the stark likenesses between cults, including the Nazi regime, and the structure and patterns of modern day terror organizations.

We wish to thank the attorneys that volunteered their time in making this website a reality as well as the countless volunteers, government agencies, and others whose work contributed to its eventual creation.

    This Website is dedicated to the memory of Daniel Pearl, Deputy Erik Telen and to all those hurt by Sheikh Gilani and JUF/MOA and their ideology, including its own members and the countless women and children at risk living under their control.
