The key focus of the report is a detailed study of cases investigated and prosecuted in Colorado that involve members of a terrorist group known as Jamaat ul-Fuqra (who follow a cleric in Pakistan named Sheikh Mubarak Ali Gilani). The State Department included Fuqra/MOA in its annual Patterns of Global Terrorism reports in the 1990s but did not designate it as a Foreign Terrorist Organization.
